The Punjab Government on July 03, 2025, introduced the Fire & Emergency Services (Validity of Fire Safety Certificate) Rules, 2025, enabling the state to set differentiated certificate validity periods via official notification as part of its industrial policy reform
Under this framework, Fire Safety No Objection Certificates (NOCs) will now be granted for multiple years based on risk categories—5 years for low-risk, 3 years for medium-risk, and retained at 1 year for high-risk industries, replacing the previous annual renewal requirement.
This reform aligns with the Punjab Fire & Emergency Services Act, 2024, which prescribes a minimum three-year validity for standard premises unless specific risks necessitate shorter durations
The new rules aim to reduce bureaucratic delays, boost ease of doing business, and support digitalization; fire plan submissions and renewals can now be managed online by registered architects, eliminating in-person visits and the earlier 53-point checklist.
Overall, the 2025 Rules streamline compliance by extending NOC durations, digitalising processes, and tailoring certificate validity to risk levels—helping businesses operate more efficiently while maintaining public safety standards.
